Garnet Terrace townhouses on a five-acre hillside site were severely deteriorated in 1997 when the Chester Housing Authority began its HOPE VI Revitalization Plan. Kelly/Maiello participated in the planning process and was responsible for the design of renovations to the 46 housing units and a new community building. The exterior design transforms the public housing with features of vernacular architecture—pitched roofs, siding and windows—consistent with the surrounding context of 19th century houses. Site improvements enhance the livability of Garnet Terrace with new stairs, walkways, ADA compliant ramps, recreational areas, lighting and trees.
